It reads "To Joe
Newcomb is written on the back of the frame in pencil and may be the artist
Here is a cute little tin trinket that features an American shield with stars and stripes topped with a bald eagle and US flags surrounding the famous Liberty Bell
it is a delicate antique best suited to a collector
and the battery compartment will need to be cleaned and repaired before the toy can be used
and has some signs of age such as rust spots or paint chipping
I believe it to be by Holiday Fair
possibly a repair
so I cannot offer a translation
